The DepartmentThe Information Technology Services Department works with every Ventura County department/agency to provide the necessary technology infrastructure and consulting/contracting services to meet ongoing and emerging business needs, including project management, business process improvement, applications support, voice/data infrastructure, data security, threat and vulnerability/risk management, and extended staffing.Focus Areas Depending on AssignmentService Now Team: Under general direction, incumbents are responsible for planning, possibly leading, and/or performing: application requirement gathering, writing functional and non-functional requirements, system component mix and architecture definition, application design, system implementation, and data reporting.Public Safety: Position works for the Information Technology Services Department (ITSD) within various Public Safety agencies (Sheriff Bureau, Courts, Public Defender, Ventura County Fire Department, etc.). Under general direction, incumbents are responsible for planning, possibly leading, and/or performing: application requirements definition, system component mix and architecture definition, application design, application development, and system implementation.Payroll Titles: Information Systems AnalystApplications Architect/SupervisorDistinguishing Characteristics: Information Systems Analyst (ISA): This position deals primarily with the normal maintenance and modification of existing business application systems and/or the analysis of systems and processes required for implementing new application business systems. May be under the supervision of a Principal Applications Architect/Supervisor, Project Manager, or Applications Architect/Supervisor, and leadership responsibilities are limited to technical guidance in defined areas.This classification series differs from the Information Systems Support Analyst series in that the latter provides technical support to computer operations, computer operating systems and programming functions, teleprocessing networks, distributed processing, and database administration.Applications Architect/Supervisor (AA/S): The Applications Architect/Supervisor series is the highest professional/technical classification within the Information Technology Services Department. The Applications Architect/Supervisor is distinguished from the Principal Applications Architect/Supervisor and Senior Information Systems Analyst in that the latter two classifications have authority to participate in the definition of County technology policies and procedures.Educational Incentive: Incumbents may be eligible for an educational incentive of 2.5%, 3.5%, or 5% based on completion of an Associate's, Bachelor's, or Masters' Degree that is not required for the classification.New Hire/Retention/Referral Incentives: Subject to the applicable section of SEIU 721 MOA 2019-2022, Amendment #6 (Secs. 3801 -3803): New hires may be eligible for a one-time New Hire Incentive up to 10% of the current annual base wage.In compliance with specific requirements, a regular employee may be eligible for an Employee Referral Incentive of $500.Once hired upon meeting specific criteria a regular employee may be eligible for an Employee Retention Incentive of up to 10% of the current annual base wage. The eligible list established from this recruitment may be used to fill the present and future Regular, Temporary, Fixed-Term, Intermittent, or Extra Help vacancies for these and similar positions only. There are currently two (2) Regular, Full-time vacancies within the Information Technology Services Department. All two (2) vacancies are allocated at the AA/S (higher) level but may be filled at either the ISA or AA/S level. EXAMPLE OF DUTIES
Duties may include but are not limited to the following: Interacts with user department personnel to assess their needs; analyzes and advises users on the feasibility, alternatives, cost, and timing of modifying, developing, or acquiring new data processing systems.Develops and defines system requirements to include system and program specifications, project timetables, task assignments, and testing criteria.Installs application-oriented user systems and responds to production problems; adapts purchased software systems to conform to county hardware constraints and user requirements; and coordinates information processing activities of a system user.Coordinates project development and system maintenance requirements with users, other IT Services staff, vendors, and outside agencies.May code, test, and refine computer programs. Develops and updates systems, subsystems, and operations documentation.May work with Data Base Administrators in reviewing data models, data conversion scripts, data diagrams, and database/application tuning efforts.May lead in a technical capacity.Performs other related duties as assigned. At the Software Engineer II level additional duties may include: Design system solutions and recommends the appropriate mix of current technologies to customer departments and internal management.Serves as a lead in performing research, requirements definitions, analysis, development, acquisition, and implementation of hardware, software, and applications systems. May serve as a project lead, such as planning, organizing, directing, monitoring, and evaluating the performance of assigned project team members.Prepares progress and status reports for internal management and customer departments.May supervise one or more subordinate staff.Coordinates with project development and system maintenance requirements with users, other IT staff, vendors, and outside agencies.Ensures Service Level Commitments (SLCs) are being met for the area of responsibility.Designs system solutions using a variety of current technologies, including C#, VB.NET, ASP.NET, MS/SQL Server, Single Page Applications (SPA) frameworks, SQL Server Reporting Services (SSRS), Crystal Reports, WordPress, HTML 5/6, RESTful API's, and universal mobile applications for iOS and Android (such as Native, Ionic, React Native, Flutter, or Xamarin)Writes and executes complete queries against multiple tables utilizing Sybase or SQL Server relational database.Performs other related duties as assigned.

MINIMUM QUALIFICATIONS
These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.Education/Experience: Software Engineer IConsiderable education, training, or experience in computer systems analysis and programming which has led to the acquisition of the required knowledge, skills, and abilities.Demonstrated competency and knowledge of the fundamentals of computerized business system operation and data processing environments as well as familiarity with the basic deliverables of systems analysis and design.For example, possession of the requisite knowledge, skills, and abilities can be demonstrated by four (4) years of programming experience OR a Bachelor's degree in Information Systems, Computer Science, or related field AND one (1) year of programming experience.Software Engineer IIExtensive experience in computer systems analysis, design, and programming and serving in a technical lead capacity over programming staff and/or programmer analyst which has led to the acquisition of the required knowledge, skills, and abilities.The required knowledge, skills, and abilities can also be obtained by the possession of a Bachelor's degree in Information Systems, Computer Science, or a related field and three (3) years of systems analysis and programming experience; or one (1) year of experience as an Information Systems Analyst, or Data Systems Analyst within the County of Ventura, Information Technology Services Department.
