Nature Of Work


An employee in this class of work is responsible for leading and assisting with emergency management, planning, training, and related operations. Tasks are of considerable difficulty and involve leading, planning and performing specialized, multi-faceted, technical and administrative work in developing programs and emergency operational capabilities that mitigate, prepare for, respond to, and recover from any emergency disaster. Work is performed under general direction requiring the exercise of considerable initiative and independent judgment in completing assigned tasks and meeting time constraints. Employee may be required to work nights and weekends in the event of an emergency or other large-scale disaster. Employee will also be on call twenty-four (24) hours, seven (7) days per week. Work activities are reviewed while in progress, through conferences, oral or written reports submitted, and observation of results obtained.

Examples of Duties


Assists the Emergency Coordinator in planning strategies for the Emergency Management Program, the Comprehensive Emergency Operations Plan, and related plans and procedures. Reviews, modifies and/or develops current and new plans and procedures as needed.



Leads, facilitates and participates in the development of municipal emergency plans; manages milestones, schedules and complex time-critical support activities; provides a program of instruction in integrated emergency management for all City personnel in preparation for emergency disasters.
Serves as a liaison with other municipalities, county, state, federal and other emergency management organizations and may represent the municipality at related meeting or conferences.



Supports maintaining a functioning 24-hour emergency operations center.



Identifies emergency management training needs and conducts related research; conducts training and public information presentations for city employees and general population. Creates disaster drills and exercises. Reviews results and makes improvements.



Coordinates Recovery and Resilience initiatives for businesses, government and residents.



Remains current with the latest emergency management issues/trends and provides information and assistance to city departments on emergency and disaster plans and procedures as required.



Serves as assistant to EOC Director and/or Planning Chief during Emergency Operations Center activation; supports management of Emergency Operations Center; participates in the development and coordination of public safety initiatives for emergency management on related programs on behalf of the Emergency Coordinator.



Assist the Emergency Coordinator in the dissemination of information and public relations activities related to emergency planning, programs, and objectives; in the absence of Emergency Coordinator, acts as source of related information for local government, community groups and the media.

Knowledge, Skills & Abilities


Considerable knowledge of: functions, policies and procedures, principles, practices and techniques of emergency management; public safety operations and services; Homeland Security, Emergency Management, Fire and Law Enforcement Services.

Working knowledge of: Florida Division of Emergency Management operations and concepts, the National Response Plan and the National Incident Management System.

Ability to: participate in operation and management of City Emergency Operations Center activities; establish and maintain effective working relationships with others; facilitate and/or train classroom-size groups; develop long-term strategies and goals; coordinate the work activities of managerial, professional and support staff; interpret policies, procedures, codes, ordinances, and regulations; communicate effectively both orally and in writing; respond to emergencies within a short timeframe.

Skill in: developing and conducting formal presentations; configuring incident management system software.

Minimum Qualifications


Graduation from an accredited college or university with a bachelor’s degree in business administration, public administration, emergency management or a closely related field and three (3) years of progressively responsible experience in emergency management; or an associate’s degree in business administration, public administration, emergency management or a closely related field and five (5) years of progressively responsible experience in emergency management; and six (6) months of lead or supervisory experience.

Licenses or Certifications


Federal and/or State emergency management courses and certifications (e.g. FEMA, FEPA) are desirable.

Possession of a valid Florida driver's license required.

Examination


Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments


During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
