Job Description

GEI is seeking a Senior Water Resources Engineer with floodplain management experience, particularly in coastal areas, in either our Sacramento or Oakland, CA location to support and expand our growing floodplain management planning and engineering practice in California and other western states. The candidate will be responsible for providing technical expertise at the project level and assisting with growing GEI s flood management practice through development of client relationships and identification of expansion opportunities. Responsibilities will include technical work, project management, business development, and client management. The candidate will also be responsible for establishing the sequencing of tasks/projects, from financial management of the project through successful completion of the project. The primary duties of this position include planning, directing and monitoring all aspects of large multi-discipline projects or medium sized projects with high degree of technical complexity. The candidate may be involved with the production and coordination of several projects concurrently.

Essential Responsibilities & Duties


  • Development of high-level water resources and floodplain management strategic direction

  • Surface water hydrology/hydraulics, flood management, water quality, water conservation, environmental compliance and permitting, and/or resource economics

  • Work on policy issues with local agencies and State/federal agencies involved in floodplain management

  • Water resources and floodplain planning in California, including integrated regional water management, master drainage, and basin plans

  • California water rights, flood control, and/or land use laws and policies

  • Technical analysis methods related to water resources management and planning and forecasting, including evaluation of flood management practices and policies

  • Travel to project sites required, including overnight travel

  • Other duties as assigned


Minimum Qualifications

  • B.S. and/or M.S. in in an engineering related field with emphasis in civil, environmental, or mechanical fields of study

  • PE registration in the state of California

  • At least 15 years of progressively responsible experience assisting water agencies and/or governmental entities in flood management analyses, and flood management policies, rules, regulations and legislation

  • Conversant on FEMA NFIP issues, procedures and policies
  • Conversant on FEMA roles in evaluating coastal flood hazards

  • CEQA, NEPA, state and federal endangered species acts, and other regulatory requirements that influence water supply and flood plain planning

  • Stakeholder involvement and public participation

  • Ability to develop, apply, and interpret the results of complex numerical models applied to water supply and flood control

  • Knowledge of Federal, State, and Local flood management agencies and authorities

  • Good organization and coordination skills

  • Good writing and communication skills

  • Experience in Microsoft Office Suite

  • Valid driver s license
