This recruitment is open to the public. This recruitment is being held to establish an open eligible list to fill current and future Administrative Manager II vacancies within OC Community Resources/OC Community Services. The eligible list established may also be used to fill similar and/or lower level classifications throughout the County of Orange.

This recruitment will remain open on a continuous basis for a minimum of five (5) business days, until the needs of the County are met. Qualified applicants are encouraged to apply immediately.

The County of Orange is a regional service provider and planning agency whose core businesses include public safety, public health, environmental protection, regional planning, public assistance, social services and aviation.

OC Community Resources is a multi-faceted department comprised of OC Animal Care, OC Community Services, Housing & Community Development & Homeless Services, OC Parks, and OC Public Libraries.

The OC Community Services (OCCS) Department is responsible for managing a number of special programs and diverse functions such as:

Workforce & Economic Development Division (WEDD) – Administers programs and activities of the Workforce Innovation and Opportunity Act (WIOA) in Orange County. WIOA is a federally funded program that connects job seekers to the resources, skills and opportunities they need to find better jobs and careers. Services include assistance with finding new jobs or changing careers, enhancing job skills, specialized job training, resume writing, accessing employment benefits and career guidance/counseling.

Office on Aging (OoA) – Lead advocate, systems planner and facilitator of services and programs for older adults, persons with disabilities and their caregivers who live both in the community and in long-term care facilities within Orange County. Programs provided include home-delivered and congregate meals, community services, adult day care, senior employment, family caregiver support program, senior non-emergency transportation, Health Insurance Counseling and Advocacy Program (HICAP), ombudsman services and elder abuse education, operation of the Information and Assistance Call Center (I&A Call Center), outreach at regional events, presentations to community groups on the Office on Aging and call center services and community health education activities. Collaboration with county and community partners on local implementation of California’s Master Plan for Aging.

Veterans Service Office (VSO) – Actively pursues the rights of veterans and dependents of the United States Armed Forces to receive benefits through the Department of Veterans Affairs, which include Service-Connected Disability, Survivors Benefits, Burial Benefits, Educational Benefits, Disability Pension Claims, Aid & Attendance and general VA benefits counseling. Approximately 130,000 veterans reside in Orange County, which is the 4th largest veteran's population in the State of California.

Under general direction of the Orange County Community Services Director, the Office on Aging and Veterans Service Director will be responsible for local implementation of federal and state programs for the target population which includes administration of direct service programs as well as contracted services. This position is responsible for understanding federal and state mandates, funding guidelines, as well as seeking new opportunities to expand services through new grant opportunities and partnerships. This position also frequently interacts with the Board of Supervisors, County Executive Office, and Executive Management.

Additional duties and responsibilities may include, but are not limited to, the following:
  • Securing available funding options
  • Collaborating with other government entities and external stakeholders to review and secure grant funding opportunities
  • Administering and convening meetings with key stakeholders to ensure County of Orange is maintaining a regional-lead role in addressing Aging and Veterans issues
  • Participate in steering committees focused on countywide initiatives impacting aging and veterans populations, as well as county boards, committees, and commissions
  • Utilize data to identify needs, gaps, and trends for making programmatic decisions
  • Stay current with various revenue streams directed at aging and veterans programs and ensure compliance with program mandates and allowable uses of funding
  • Providing input into policies, funding initiatives, and regulations
  • Maintaining proper knowledge of various funding sources to stay abreast to changing conditions, laws and regulations
  • Acting as a policy knowledge expert, understanding Aging and Veterans regulations and policies as they apply
  • Overseeing the Aging and Veterans units including direct management of Administrative Managers and indirectly managing a team of approximately 24 staff members
  • Providing mentoring, coaching, and support, performance action plans, administrative support and leadership within their unit

The ideal candidate will be an experienced, results-oriented manager/leader who possesses in depth knowledge and demonstrated expertise in the areas of Aging and Veterans Services. This would include having a large scope of responsibility, proven/demonstrated results with a process improvement focus, an inclusive and effective communication style, and at least four (4) years of management level experience overseeing both internal and external teams in the areas of Aging and Veterans Services or a similar setting.

The ideal candidate will possess a bachelor's degree or higher in Public Administration, Public Policy, Finance, Business Administration, Economics, Political Science, or other related field.

In addition, the ideal candidate will also possess extensive knowledge and experience in the following core competencies:

  • Understanding of technical data and software, related terminology, federal and state laws, and rules and regulations pertaining to Aging and Veterans Services
  • Being an entrepreneurial leader who demonstrates initiative and can effectively operate within a government structure
  • Understanding of county contracting processes and procurement guidelines which includes solicitations, notice of contracts awards, budgeting, contract negotiations and approval by the Board of Supervisors

  • Operating independently, continuously maintaining/building relationships, and understanding when to seek out resources and/or consult with others to gain/share information
  • Planning proactively and ensuring his/her area of responsibility is aligned with the long-term organizational vision

Human Resource Services (HRS) screens all application materials for minimum and/or desirable qualifications. Recorded Structured Oral Interview (rSOI) | (Weighted 100%)
The rSOI is a timed oral interview conducted virtually through an online vendor. Applicants will be asked a series of structured questions designed to elicit the applicant's qualifications for the job. All applicant responses will be video recorded so that they can be evaluated against pre-determined criteria by a panel of job knowledge experts. Only the most successful candidates will be placed on the eligible list.

Eligible List
Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
