Purpose of Position: This role directs a team of managers, application engineers, programmers and database developers to support and enhance business operations by leading the development, implementation, and maintenance of business applications and multiple systems integrations. This role requires a hands-on leader who can write, read and interpret code, database designs and business requirements. This role collaborates closely with the leaders of Business Analysis, Project Management and Quality Assurance as well as business leadership at all levels.

Essential Functions:

  • Leads multiple on-shore and off-shore application development and maintenance teams, including leading manager-level direct reports, supporting multiple products and lines of business.
  • Develops, communicates and enforces SDLC and data management best practices, standards and tools toward delivering world-class applications and services.
  • Formulates application architecture, integration and implementation plans, estimates hours and costs, and ensures projects meet strategic goals.
  • Oversees and ensures controlled release management practices.
  • Works closely with the Architect, Applications & Databases, Sr. Manager, Project Management and Director, Business Analysis to ensure the successful completion of projects on time and on budget.
  • Manages resource capacity planning for on-shore and off-shore development teams, including early notification and remediation of resource capacity issues.
  • Facilitates strong cross-team coordination, communication and collaboration.
  • In conjunction with QA leadership, manages the QA Automation team.
  • Proactively presents opportunities to improve business processes and efficiency through automation.
  • Oversees the building and maintenance of Technical Design Documents.
  • Ensures accurate time tracking and reporting of resource utilization.
  • Seeks to fully understand business processes, practices and challenges.
  • Must be able to maintain focus and a positive outlook in an environment of rapidly changing priorities.
  • Demonstrate high level knowledge of all normal, daily tasks of the unit/department
  • Answer questions from team members on the overall operations of the department
  • Delegate work as needed to ensure even distribution of workload amongst team
  • Proactively and continually look for ways to improve the efficiency, productivity and profitability of the department
  • Develop, plan and implement new processes or procedures.
  • Ensure the complete and thorough training and coaching of team members to support the successful completion of their tasks.
  • Establish, support and foster a positive work environment, where ideas and concerns can be openly discussed.
  • Address performance issues, including time and attendance, with employees. Follow progressive discipline process where needed, including the writing of Warnings.
  • Make decisions on hiring and firings.
  • Manage the staffing processes, including overseeing the entering of requisitions, interviewing candidates, promotions, demotions, etc.
  • Manage department budget for all controllable expenses
  • On-site or remote regular attendance and punctuality are essential functions of the job.
  • Perform other business tasks or functions as assigned.

Knowledge, Skills & Abilities Required:

Required Technical Skills:

  • Requires deep and recent hands-on experience leading application development teams using specific application development technology stacks and tools (MS .NET, MS SQL, Angular, REST/SOAP, TFS, Web services, etc.).
  • Requires 10+ years of progressive managerial experience, including managing managers, staff and contractors.
  • Strong, recent experience with successful large, legacy technology modernization and migration initiatives.
  • Recent experience managing enterprise class, scalable software solutions, including self-hosted, SaaS and hybrid systems with tight integration.
  • Excellent working knowledge of both Agile and Waterfall project management methodologies in a TFS-centric environment.
  • Exhibits outstanding attention to detail, curiosity and drive to create, integrate and maintain world-class application technology.

  • Legacy system modernization/migrations

  • Show the ability to work independently and collaboratively to meet deadlines without compromising quality
  • Actively engage and be receptive to receiving diverse opinions to reach a common agreement
  • Complete deliverables with a high degree of thoroughness, quality, and accuracy
  • Promote a culture of trust in relationships with clients, coworkers, and supervisors

Non-Technical Skills:

  • Excellent English written and verbal communication skills.
  • Able to communicate with people at all levels.
  • Ability to work independently and strategically.
  • Self-starter who can work in a team environment.
  • Proficient at conflict resolution and consensus building.

Educational Requirements:

  • Minimum ten (10) years in an application development senior leader role
  • SCRUM or PMP Certification
  • Requires a bachelor's degree in related field, or equivalent experience.

Physical Requirements: Must be able to sit for extended periods of time and occasional standing and walking. Must have adequate hearing for phone work. Vision requirements include close vision and the ability to adjust focus. Must be able to communicate effectively in English. Must be able to use a keyboard and other office equipment. Ability to lift up to 10 pounds occasionally. On-call availability as needed.
