This position is located at COMPLIANCE & RISK MANAGEMENT. Candidates selected for this position will serve as a BUSINESS ANALYST NF-4.

Major Duties

SUMMARY OF DUTIES: Conducts management analyses or evaluations of MCCS operations and strategic resourcing issues utilizing various methodologies to provide actionable information and recommendations to leadership. May participate in strategic and comprehensive (quantitative or qualitative) evaluations of the effectiveness, efficiency, and sustainability of local MCCS programs.
Conducts audits of the reported corrective actions initiated in response to findings of audits, investigations or inspections. Tracks findings from report to full correction and provides management with weekly reports on progress towards completion through the Compliance Tracker.
Acts as a liaison to resolve policy disagreements between stakeholders. Assists in the performance and review of year-end inventories and performs change fund audits when needed.
Participates in the development, implementation, and evaluation of local MCCS policy. Uses knowledge of MCCS program guidance, orders and directives, Department of Defense (DoD) and Department of the Navy (DON) instructions and regulations, and government laws and regulations to facilitate the identification and resolution of issues.
Facilitates the implementation of a comprehensive system of internal controls to establish and maintain compliance with applicable policies; provides compliance monitoring and analysis that promotes adherence to applicable laws, regulations, and policies; assists in developing and sustaining a comprehensive internal control environment that supports effective, efficient, and auditable business processes and procedures.
Conducts analyses of organizational controls, operating procedures, and compliance with policies and regulations to identify enterprise risks and sustainability issues in support of the objectives of the Marine Corps Managers Internal Control Program (MICP). Serves as an Alternate MICP Coordinator for MCCS Camp Pendleton. Ensures all MICP reporting and supporting documentation requirements are met in accordance with applicable policies; coordinates the preparation of an annual MICP SOA for submission to MR; and maintains an effective tracking and monitoring system to ensure acceptable performance and prompt correction of identified control deficiencies. Maintains MICP documentation.
Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Promptly reports any observed workplace hazards, and any injury, occupational illness, and property damage resulting from workplace mishaps to the immediate supervisor.
Supervises employees to include: assigning and distributing work, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, completing performance reviews and signing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment. Must be alert to alcohol abuse and take appropriate action.
May work a fluctuating work schedule to complete work assignments outside of the typical work week and work hours. May travel to represent the Marine Corps on matters involving policy, compliance, risk management, and resourcing issues or to conduct management reviews and site visits.
Performs other related duties as assigned. This is a white-collar position where occasional lifting up to 20 lbs may be required.

Qualifications

MINIMUM QUALIFICATIONS: Bachelor’s degree in business or a related field appropriate to the work of the position AND three years of experience in the occupation or a related field or work area; OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above; OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills and abilities equivalent to that gained in the above. A Master’s degree is preferred.
Specialized experience that demonstrates: knowledge of and understanding of the Marine Corps organizational structure; knowledge and understanding of a wide-range of MCCS-related policies; knowledge and understanding of internal control, compliance, and risk management concepts; knowledge and understanding of nonappropriated fund resourcing issues; skill to assist in program development, assessment, evaluation; knowledge of and experience in budgeting. Knowledge of the concepts, operating requirements, administrative practices and procedures related to planning, developing, implementing and evaluating the full range of organizational issues, customer interests and needs typical of a military component. Technical proficiency in Microsoft Excel, PowerPoint, and Word is required. Ability to effectively and appropriately represent MCCS in senior level correspondence, meetings, presentations, discussions, and dialogue.
Eligible for incremental telework as determined by MR/MF policy.
