Our programs aim to provide the community with the tools, knowledge, and resources to transform their lives and ultimately achieve their long-term educational, career, and financial goals. These holistic programs and services reach more than 8,000 individuals and families annually in five languages. Programs include: early childhood education, youth mentorship and leadership development, employment services, career readiness training, housing and financial stability, senior citizen services, affordable housing and neighborhood development, and arts and cultural events. Our work expands beyond the Fruitvale district and now reaches across Oakland and into Concord. The Unity Council employs a diverse workforce of more than 250 people who reflect the linguistic, cultural, and ethnic identity of the communities we serve.
Program Summary
The Children and Family Services programs include Head Start, Early Head Start, State Pre-Kindergarten, Home Based Services, and Developmental Play Groups. Over 900 children, birth through kindergarten entry and 32 expectant parents and their families receive child development and comprehensive family services through the Unity Council. The programs are diverse, multilingual, developmentally appropriate, culturally responsive, and individualized for each child, family services are provided in four centers, and two home based programs throughout Oakland and Monument Corridor neighborhood in Concord, CA.
Position Summary
The Unity Council is seeking an Associate Director of Compliance, Monitoring and Planning who will be responsible for planning, coordinating, and directing the Continuous Quality Improvement (CQI) program and managing to outcomes. The Associate Director will ensure the implementation of the established standards placed on the Children and Family Services department which include Office of Head Start, California Department of Education, City of Oakland and other organizations. Also, assures that agency-wide CQI initiatives are focused and aligned on improving operational and program efficiencies and effectiveness as well as overseeing all program compliance and monitoring efforts. The Associate Director also works with the Director, Associate Program Director on overseeing the department’s strategic and long-range goal planning implementation, based on data analysis.
· Leads the continuous quality improvement (CQI) process and program evaluation through monthly data collection, analysis, audits and reporting, and implements performance improvement plans for areas as identified.
· Assists in the development, monitoring and presentation of internal monitoring and compliance efforts.
· Directs tracking and reporting of outcomes, monitoring and follow-up of corrective action plans for all Head Start service areas.
· Demonstrates expertise in data management and the use of analytical and statistical tools to identify trends in current processes and systems.
· Uses a range of quality improvement tools and techniques to evaluate and successfully redesign processes toward improved performance
· Transforms data into actionable information and communicates performance improvement priorities and results using narrative and the appropriate methods of data visualization.
· Uses data to inform practices, plan, set goals, strategize and communicate with internal and external collaborators.
· Uses data and information to monitor compliance with performance standards and makes recommendations for quality improvement;
· Leads monthly Quality Improvement meetings with senior CFS and agency leadership staff on program performance;
· Works collaboratively with Compliance Manager and Associate Program Director to recommend best practices for quality improvement
· Leads and directs the contractual responsibilities associated with the CDE CSPP/CCTR contract for CFS and all its compliance and regulatory obligations. Meets with AD of Programs on direction and strategy for vision of the department.
· Leads and directs the contractual responsibilities of the CACFP contract for the CFS, and works with Health and Ed to ensure programmatic compliance and integration.
· Works collaboratively with AD of Programs and Development Department on updating website with CFS content;
· Oversee a monthly newsletter of children services whose stakeholders are parents, staff, broad TUC and external community
· Ensures compliance agency-wide with all federal laws and governing agencies.
· Prepares and presents monthly data reports for Board of Directors and Policy Council
· Participates in staff and management meetings as required
· Reviews QI tools and surveys and provides technical assistance to staff.
· Creates annual report, leads program self-assessment and ongoing monitoring efforts in collaboration with Compliance Manager
· Attends conferences and training sessions as requested.
· Other duties as assigned by Director
· Bachelor’s Degree in Social Work, Education, Child Development or related field required with coursework in applied research and program evaluation, with knowledge of statistical analysis and
· Five (5) years of social service agency supervisory/administrative/management experience and
· Strong knowledge of both quantitative and qualitative methods, strong analytical skills, and proficiency in using Microsoft Excel, Access, and PowerPoint with a working knowledge of database design and management and
· Demonstrated ability to model effective interactions and communication skills in cross cultural situations
· Bilingual preferred
