Health Program Analyst III - ACDC Enhancing Detection Project (Activity #3)

Activity 3: Integrated Reporting, Investigation and Surveillance System (IRIS)

SUMMARY

Serves as the COVID-19 technical lead for the contact tracing module development, the primary database administrator, and an informaticist.
  • Preferable candidates within Los Angeles County
  • Remote/on-site depending on work need and hiring manager’s discretion
  • Standard work hours (40 hours/week)

This full-time benefitted position is grant funded through July 2021.
Employment is provided by Heluna Health.

ESSENTIAL FUNCTIONS

The duties of the Health Program Analyst III include, but are not limited to:
  • Directs the development, implementation, and evaluation of the contract tracing module; formulates or assists with the formulation of plans, policies, and objectives for the program

  • Functions as the key technical liaison with the vendor for the build-out, help maintain data dictionary for COVID-19

  • Coordinate data flows and definitions with the State and CDC to ensure data alignment

  • Supervises the work of program staff and coordinates the activities of professional and technical staff implementing contact tracing for COVID-19

  • Complies with DPH training regarding confidential information related to personal information

  • Accepts responsibility for other duties as assigned

JOB QUALIFICATIONS



Minimum Qualifications
A Bachelor's Degree from an accredited college or university in either Public Health Administration, Epidemiology, Public Health Statistics, Public Health Microbiology or Communicable Disease Control -AND- five years of experience in the analysis of mental health or public health programs. A Master's Degree from an accredited college or university in a discipline related to either Public Health Administration, Epidemiology, Public Health Statistics, Public Health Microbiology or Communicable Disease Control may be substituted for one year of the required experience.
Desirable Qualifications
  • Full time work experience as a database administrator: designing, maintaining, and managing a large public health information technology system(s), databases, and all associated data dictionaries

  • Experience with Structured Query Language (SQL)

  • Full time experience working with large data sets, writing code/programs and running reports (handling data cleaning and manipulation to conduct analyses) using Statistical Analysis Software (SAS), Microsoft ACCESS, Microsoft Excel, Geographic Information System (GIS), SQL, and other similar programs

  • Proficiency using the following software; MS Word, Visio, Teams, Share Point Designer, Publisher, Project, Adobe Acrobat

  • Experience creating and maintaining dashboards and webpages

  • Experience working within or with a local health department

  • Experience writing system protocols/standard operating procedures

  • Experience creating and conducting system user trainings, including all training materials and resources (e.g., manuals, instructional documents, evaluation forms, videos, help guides, etc.)

  • Professional customer service skills to assist system users with issues received via electronic tickets, email or phone

Licenses/Certificates/Clearances
  • A valid California driver’s license, proof of vehicle insurance, and reliable transportation or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions

  • Successful Clearance of LA County Live Scan Process
