Enrollment Worker I

SUMMARY:
Under the supervision of the Enrollment Program Coordinator, the Enrollment Worker (EW) assists APHCV’s patients and clients to enroll into health insurance and subsidy programs. The main role of the EW is to enroll and maintain APHCV patients’ health insurances or subsidy programs, and to anchor those who are interested to APHCV. The EW may also be assigned to provide outreach as a strategy to achieve this goal. All duties and responsibilities should be implemented according to APHCV’s policies and procedures.

Enrollment Services are housed in APHCV - Los Feliz Health Center. If directed by the supervisor, EWs are responsible for carrying out their duties at other APHCV locations. Regardless of where the EW is assigned, EWs are expected to adhere to APHCV’s quality and performance standards, and to follow APHCV’s policies and procedures.

APHCV expects all employees to respond to and participate in emergency situations per its emergency policies and procedures.

DUTIES AND RESPONSIBILITIES:

Enrollment Services
  • Function as on-site enrollment specialist for APHCV patients and clients.
  • Screen APHCV’s patients and clients for eligibility into health insurance and health coverage programs.
  • Provide application assistance, preparation for client interviews with a DPSS eligibility worker, and assistance for maintaining health insurance.
  • Assist clients and patients with selection of a Primary Care Provider (PCP) and Health Plan assignment, provide education on navigating the health care system.
  • Assist interested APHCV clients with selecting APHCV as the PCP and Health Plan assignment. Assist existing patients to maintain APHCV as the PCP.
  • Assist senior and disabled individuals with Medicare and Medicare Part D enrollment and supplemental programs. Promote APHCV’s clinical services to senior and Medicare-eligible individuals.
  • Provide follow-up, case management, and troubleshooting for APHCV’s clients and managed care patients who have received enrollment services in the past year.
  • Enter clients’ health insurance or health coverage applications into designated online application sites including Covered CA, One E-APP, and Your Benefit Now.
  • Maintain client files including enrollment documents, accessed services, and health insurance verification. Input participant information into CHOI, LA County's health insurance enrollment database.
  • Provide monthly reports by the 10th day of each month, including phone logs, sign-in sheets, and quantitative data. Include a narrative or a client/patient’ story as appropriate.
Patient and Client Retention Services (Utilization of Benefits)
  • Provide case management to APHCV clients on utilizing health care benefits and retaining health insurance.
  • Send welcome letters to newly assigned APHCV patients.
  • Contact patients to schedule Initial Health Assessment (IHA) appointments.
  • Assist patients with pending health insurance applications, and those due for renewal.
  • Assist patients who are have lost their health insurance, investigate reason for disenrollment.
  • Track and communicate returned patient mail APHCV’s Clinic Front Office following APHCV’s procedure.
  • Conduct any other activities assigned to retain APHCV patients and clients.
  • Maintain a log/record of all completed activities.

Outreach
  • Conduct outreach as needed, to increase enrollment clients and clinic patients. EW outreach plans to be approved by the Enrollment Program Coordinator.
  • Act as a liaison between APHCV and the target ethnic community to businesses, places of worship or gathering, cultural centers, service organizations, schools, and other community institutions.
  • Implement culturally-appropriate outreach activities to enroll patients and members of the community into health insurance and health coverage programs.
  • Maintain outreach productivity reports and sign-in sheets. Document outreach activities into the LA County enrollment services database.

Translation & Interpreting
  • Provide language interpreting for the MCS Unit. If approved by the Enrollment Program Coordinator and scheduled as protected time, EWs may also be assigned to interpret for other departments.
  • Translate health education material for the MCS Unit. This may include flyers, program information, press releases, and other program related material.
  • Per APHCV's procedure, assist with proof-reading of in-house translations.
  • Collaborate with APHCV medical interpreter staff for translation type-setting.

Other
  • Submit any additional reports to the Enrollment Program Coordinator as appropriate.
  • Provide staffing support for Enrollment Services’ Front Office, as scheduled.
  • Answers incoming calls, retrieve and return all voicemails.
  • Provide additional support or duties as assigned by the Enrollment Program Coordinator or Unit Manager.

PERFORMANCE EXPECTATIONS:

  • Achieve and maintain successful health insurance enrollment. Retain APHCV patients. Meet productivity benchmarks.
  • Abide by all Enrollment Services Policies and Procedures, grant contract requirements, and relevant APHCV Policies and Procedures. This includes, but is not limited to, HIPAA Policies and Procedures, Confidentiality Policies and Procedures.

REQUIRED:

  • Must complete Covered CA Certified Enrollment Counselor certification within three months of hire.
  • Bachelor’s degree in community health, social sciences, or related field preferred. A minimum of 2 years’ work experience in a related field may be substituted in combination with education.
  • Ability to speak, read, and write fluently in both English and Spanish.
  • An understanding of people from diverse cultural, educational, socio-economic, and linguistic backgrounds. An appreciation and respectfulness toward diverse cultures, ethnic backgrounds, and races, required.
  • Ability to organize information and to understand various health insurance program requirements.
  • Must be organized, able to maintain multiple client documents, and complete work in a timely manner.
  • Ability to enter data into a health insurance application portal within an expected time allocation.
  • Strong verbal and written communication skills. Must be professional in communication.
  • Ability to work efficiently, accurately, and with minimum supervision.
  • Strong customer service skills.
  • Proficiency in Microsoft Office applications.
  • Ability to facilitate informational presentations to groups of 10-20 people.
  • An interest and commitment in improving community health.

PREFERRED:

  • Completion of industry standard 40-hour medical or health care interpreter training.
  • Community outreach, public health, or community-relevant experience.
  • Knowledge and familiarity with the U.S health care system and API health issues.
  • Knowledge of health promotion and education.
