This recruitment will establish an open eligible list. This list can be used to fill current and future Airport Maintenance Supervisor positions within OC Public Works supporting John Wayne Airport Maintenance. This recruitment may also be used to fill positions in similar and/or lower-level classifications throughout the County of Orange.

The Maintenance Division's mission is to ensure safe, clean, and dependable facilities at John Wayne Airport (JWA). The Division manages projects, contracts, maintenance, and general services focused on ensuring a superior guest experience, a safe and secure airport, and optimizing the useful life and reliability of JWA systems, equipment, and facilities in a proactive, cost-effective manner.

JWA Maintenance Division is a unit within the Orange County Public Works (OCPW) Department. The Division manages the Maintenance and Repair (M&R) of most of the County-owned and operated facilities, systems, and assets at the John Wayne Airport (JWA), including approximately 3.4 million square feet of building space spread over seventeen (17) Facilities on over 500 acres.

In addition to M&R, both through contracted and in-house resources, the Division provides Project Coordination for Public Works Projects at the Airport.
The Airport Maintenance Supervisors (AMS) are responsible for Supervising the work of in-house trades and technicians as well as, to varying degrees, contractors and professional services providers at John Wayne Airport.

The AMS positions are loosely divided into two focus areas as follows:
  • Shift Supervisor - Primary focus is on supervising in-house Trades and Technician Teams.
  • Contract Supervisor – Primary focus is on Supervising contract service providers and coordinating Public Works Projects.
Note that AMS may cross-train with or be reassigned between the two focus areas as needed. Within both AMS focus areas, additional duties may include, but not be limited to:
  • Supervising, leading, and mentoring teams of trades and technicians such as plumbers, electricians, HVAC specialists, and facility mechanics.
  • Implementation of Division, Department, and County Safety Programs related to JWA.
  • Managing inventory and storage.
  • Managing Division vehicles and equipment.
  • Compiling, prioritizing, planning, and managing service requests and work orders from beginning to end for in-house staff, contractors, vendors and service providers.
  • Collaboration with and oversight of Maintenance Division service providers contracted to operate and maintain the Airport’s central utility plant, baggage handling system and jet bridges.
  • Coordinating, management and/or overseeing contractors working at JWA. This may include scoping, facilitating the procurement process, managing schedules, and budgets, and overseeing or ensuring contract compliance and quality control.
  • Ensuring the CMMS system information is accurate, complete, and current.
  • Ensuring work orders are completed in a safe, compliant, and efficient manner.
  • Confers with a staff of other Agencies and Departments and with other Facilities Operations sections to determine project scope and budget, to resolve complex technical problems and to coordinate work schedules, logistics, project sequence and timelines
  • Monitoring contract compliance of vendors providing services through standing contracts; provides feedback to Supervisors and Managers on vendor performance and prepares written recommendations for contract and section budget.
  • Maintains a variety of records on projects, materials, and equipment; prepares narrative and statistical reports on section activities for function management, Agency/Department clients, and for external compliance agencies; prepares reports regarding complex technical, logistics, and coordination problems associated with the work of the unit.
  • Interacts with staff at various levels in the County organization for the purposes of project planning and problem resolution.
  • Other work as required

JWA is a 24/7/365 facility. All schedules (Day, Swing, and Night) are currently 4/10 hour shifts including one weekend day. It is anticipated that AMS will be assigned one of the following shifts/schedules (or similar).
  • D1: Sun – Wed; 5:00AM – 3:30PM
  • D2: Wed – Sat; 5:00 AM – 3:30PM
  • S1: Sun – Wed; 12:30PM – 11:00PM
  • S2: Wed – Sat; 12:30PM – 11:00PM
  • N1: Sun – Wed; 8:00PM – 6:30AM
  • N2: Wed – Sat; 8:00PM – 6:30AM

The ideal candidate will have three (3) or more years of experience managing, planning, or completing a wide variety of Facility Maintenance and/or Public Works Projects at a similar, 24/7, multi-building, industrial complex. Supervisory experience is preferred, not required.

This position will supervise direct employees and/or contractors in the following trades/systems such as Plumbing, Construction, HVAC, Electrical, Heavy Equipment, Painting, Facilities Mechanic, Elevator/Escalator repair, Jet Bridge, and Baggaing Handling System.

In addition, the ideal candidate will also possess the following core competencies:

  • Ability to read and interpret schematics, plans, and specifications.
  • In-depth, hands-on, knowledge, and experience with troubleshooting, maintaining, and repairing industrial assets and facilities in an efficient and professional manner. Expertise with multiple trades in an industrial environment is preferred. Disciplines and skills include, but are not limited to buildings, doors, electrical, HVAC, painting, plumbing, rough carpentry, paving, landscaping, and fencing.
  • Proven ability to accurately plan and manage a task or project involving multiple disciplines. This includes scoping, estimating time, materials and costs, procurement, quality control, closeout, and documentation.
  • Expertise in using Computerized Maintenance Management Systems (CMMS).
  • Experience with and a general understanding of the operation and maintenance of a power generation utility plant and/or micro grid system.
  • Experience with and a general understanding of the operation and maintenance of a large conveyor/package handling and sorting system.
  • Experience with maintenance related contract management, including, but not limited to scoping, procurement, compliance, safety, and quality control.
  • Competent using Excel, Word, and Outlook, or similar software programs.
  • Developing, drafting, and negotiating new and/or renewing maintenance contracts
  • Resolving contract issues with contractors.
  • Understand contract administration and scope of works.
  • Communicate in a timely and effective manner both orally and in writing to individuals and/or groups with diverse interests including contractors, project stakeholders, regulatory agencies, and departmental representatives.
  • Understand and meet customer needs within policy and build strong customer relationships.
  • Ability to manage project scope, schedule, and budget and provide recommendations as needed.
  • Working level understanding of applicable safety-oriented requirements prescribed by California Occupational Safety and Health (Cal-OSHA) for both projects and staff.
  • Experience following and implementing safety programs.
  • Experience developing and implementing a strategic organized and effective training program.
  • Knowledge of safety and building codes applicable to the construction, maintenance, and repair of industrial facilities.

  • Must be able to respond and communicate in a stressful environment with a wide range of stakeholders.

The successful candidate must possess and maintain a valid California Driver's License, Class C or higher, by date of appointment. Possession of, or ability to obtain, a valid Airport Access Badge with an Airport Driving Endorsement within ten (10) days of employment.

The successful candidate must clear a background check which includes a Criminal History Records Check (CHRC), Transportation Security Administration (TSA), and Security Threat Assessment (STA).

Physical: Ability to see well enough to read fine print, such as found on blueprints and schematics; identify and distinguish colors such as paint and those found on electrical wiring; speak and hear well enough to communicate in person and over the radio and telephone, dexterity to operate power tools and work with electrical systems; body mobility sufficient to climb, stoop, bend, and move around in confined spaces; and strength sufficient to occasionally lift over 50 pounds and frequently lift, push and carry up to 25 pounds.

Environmental: Will be required to work inside various airport structures, and work outdoors amid loud noise and fumes in all weather conditions.
